Pelican Supplemental Small Business Relief Program

Tlingit & Haida has allocated $50,000 in American Rescue Plan Act (ARPA) funding to provide additional relief to tribal citizen-owned small businesses who are on Tlingit & Haida’s official voting list for the community of Pelican and have been impacted by the ongoing Coronavirus pandemic.

Under the Pelican Supplemental Small Business Relief program, tribal citizens who are at least 50% owner of a small business can apply for one-time financial assistance to receive a reimbursement of up to $5,000 for eligible business expenses or costs incurred due to the Coronavirus pandemic. Only one application per business will be accepted.

Funds must be expended in compliance with federal law and only those eligible expenses incurred after January 1, 2023 or reasonably expected to be incurred by December 29, 2023 are eligible. Applicants are required to follow the Purpose of Funds guidelines in the application. Documented expenses previously used to apply for and receive relief assistance from another ARPA program are not eligible.

All applicants will be contacted for assistance with any missing documents and to provide guidance during the application review. Applications will be closed after 30 days of no response from applicant.

Application Period: May 5 – December 29, 2023 or until all funds have been expended.

Maximum Funding Amount: $5,000

Eligibility Requirements:

  • Must be a U.S. citizen.
  • Must be enrolled with Tlingit & Haida.
  • Must be on Tlingit & Haida’s official voting list for the community of Pelican.
  • Must be a licensed business prior to January 1, 2023.
  • Must be 50% owner of the small business.
  • Must have 50 employees or less.
  • Business must be actively managed by tribal citizen.
  • Business must be located in the United States.

Eligible Expenses:

  • Costs to create social distancing measures
  • Personal protective equipment for employees or customers
  • Contactless equipment
  • Payroll expenses
  • Payment of short term (<24 months) or credit card debt incurred to support the applicant’s business during the COVID-19 pandemic.
  • Rent (percentage based on IRS form 8829 of applicant’s tax return for home based or 100% of commercial lease)
  • Business-related equipment
  • Expenses incurred to replenish inventory or other necessary reopening expenses
  • Utilities payments (percentage based on IRS form 8829 of applicant’s tax return). Utilities are not an eligible expense if using the Home Office Simplified Certification.

  • Printed applications can be:
    1. Emailed (preferred) to RescueSBG@ccthita-nsn.gov
    2. Faxed to 907.802.6272
    3. Mailed via postal service to Tlingit & Haida, ATTN: Rescue Small Business Grant, PO Box 25500
      Juneau, AK 99802 (Note: This will add 2-4 weeks for processing).

Required Documents:
It is strongly encouraged applicants have all of their documents ready for uploading for the last step of the online application process.

  • Copy of current identification card and tribal enrollment card.
  • Copy of legible and valid business receipts showing proof of expenses up to $5,000 that are dated between January 1, 2023-December 29, 2023.
  • A signed and dated “Schedule of Expenses” matching the receipts submitted.
  • A voided check or deposit ticket with the completed direct deposit form.
  • Copy of Business License, Articles of Incorporation, or LLC document showing ownership.
  • Business Tax Identification Number (TIN, EIN, SSN) used to report income to the Internal Revenue Service.

 

Notice: Funding received under the Pelican Supplemental Small Business Relief program is taxable income. Businesses are advised to contact their accountants or tax preparers on how this will affect their tax returns.
